Get ready for AFP’s fifth annual Chapter Lobby Week, June 16-20, 2025.

AFP Global is asking all U.S. chapters to visit at least one member of Congress and/or their staff during the week of June 16, virtually or in-person. We particularly encourage you to meet with your Senators this time. We encourage all chapters to have a government relations chair or other board member in place who can help lead this effort on the chapter level.

This year we will be advocating for passage of the Charitable Act in the comprehensive tax reform package as part of a massive budget reconciliation bill. The House of Representatives just passed its budget bill, and the Senate is now crafting its own version. Stay up to date with the latest government relations updates here.

AFP is also calling on Congress to:

  • Support new and expanded incentives for charitable giving
  • Prevent policies that would diminish resources for the nonprofit sector
  • Oppose efforts to unfairly tax nonprofit organizations

AFP’s Lobby Week is perfectly timed to discuss what was included in the House bill and resources to help your chapter speak up. Significant changes to the tax package are expected as the Senate takes next steps. Tell your members of Congress to support policies that grow charitable giving and protect the nonprofit sector from harm.

  1. Restore and expand charitable giving deduction for all Americans. See Talking Points from Charitable Giving Coalition.

  2. Prevent policies that would diminish resources for the nonprofit sector: Under the House proposal, high-income taxpayers - those in the top 37 percent tax bracket - could be subject to a reduction in the value of their itemized deductions. The package also would expand the private foundation excise tax, reducing dollars available for charitable organizations.

  3. Oppose efforts to unfairly tax nonprofit organizations: The House bill reinstates a “nonprofit parking tax” that created a significant cost to orchestras and other nonprofits that offer parking and commuting benefits and was successfully repealed in 2019.

  4. Protect nonprofits from threats of tax-exempt revocation: Charitable organizations are seeking reassurance that due process will protect organizations from the irreversible harm of unfair revocation of tax-exempt status. The House bill initially included a provision granting new authority for the Treasury Secretary to suspend the tax-exempt status of any organization determined to be “supporting terrorism,” while not offering the full right to due process sought by the wider charitable community. The final version of the House bill removed this provision.
